Texas politicians will (or, already have) figure out how to grift that allocated state parks budget. It’s the same for anything truly of value to the constituents ... monetize it, gaslight the public about how much they have done so they are re-elected, then show very little for it because they have let funding languish or have given contracts for the projects to cronies who give them kickbacks.

I think you're spot on about property rights and not looking beyond our own fence lines.
When I lived in Texas, there was a beautiful piece of land with a pond, a handful of old trees, and a bunch of wildflowers. It was close to our development and full of wildlife including a beaver or two.
It was privately owned but our town bought it and wanted to turn it into a park. I don't think they knew what they were doing, and they cut down all the trees (eliminating the much needed shade!), bulldozed everything else so it was "clean" and then added one park bench and paved a short path next to the road.
It was so heartbreaking to watch and obviously in their mind it wasn't a "reserve park", but to me they destroyed something that was beautiful and such an important habitat and ecosystem in a place that is continuously being developed for housing and megastores and roads.
